10MP: More private sector role in public service delivery - By Florence A Samy

PETALING JAYA: The door will be further ajar for more private sector involvement in the delivery of public service and new national investments.

Under the 10th Malaysia Plan, the Government will act as a catalytic facilitator to create an enabling environment for the private sector through effective policies and regulations.

“To move towards a high-income nation, the resources, talent, technology and innovation of the private sector will need to be unleashed so that it becomes a more significant engine of growth for the economy,” the 10MP report stated.
The government will intensify its engagement with the private sector, whose participation will include outsourcing of non-core government functions, delivery of frontline services and public-private partnerships.

An outcome-based approach will also be adopted for planning, resource allocation, monitoring and evaluation; enabling a more effective resource management and greater value-for-money in terms of public investments. “The 10th Malaysia Plan marks the beginning of a new way for the Government to deliver. Both the GTP (Government Transformation Programme) and 10th Plan embraces a transparent approach,” the report stated.

itSMF Malaysia 2010

Kuala Lumpur, 10th June ’10 - Based on the news related to 10 Malaysia Plan, itSMF Malaysia has been planning to strategise in alignment to the requirements of this all along in it’s vision and mission policy.
It is part of our constitution to keep abreast with the latest Govt policies, and hence this will be a strategical movement to follow.

The benefits of Service Management and it’s core 4P (People, process, product, partners) areas are well knowne. These fit in precisely with 10MP; training, consulting services in terms of knowledge empowerment of the people (corporates), understanding and using the relevant ITSM processes (effectively), getting the right tools and products in place (optimizing costs and technology for the relevant deliverables), certainly having a clear direction with the partners in an end to end delivery mechanism fortifies the close loop process to see results in a measureable manner.

To this end, in the months to come before our 3rd Annual Conference, 18th Oct (Mon) we will be giving value added awareness sessions, and provide more information on how these ideas and will be converted into action plans by our strategic partners (both vendors and members) for the benefit of the public at large.

ITSMF Malaysia attended the MDEC CDP Roadshow, 2010, their first leg of a series of events planned for
the year. The event was held at Cyberview Lodge, in Cyberjaya city for two days, with the title, “Your knowledge hub to maximize your potential”.

New Beginning
On the opening day, there were more than 150 participants, and the organizers MDEC did a good job of pulling in industrial subject matter experts , who spend 2 days at this event. The Roadshow by MDEC was very refreshing. In the opening, MDEC COO, Ms Ng Wan Peng mentioned of moving up the food chain where we need elements like knowing where the niche market is, having consultative sales and repetitive sales cycle, branding via IP or speciality, which gives the ability to influence by expert power, and when the company instills  discipline in its focus, nothing can stop the company going forwards.

According to Head of Capability Development Department, Dr Karl Ng, he said that the CDP is designed to create 20 thousand k-workers, to ensure that NEM and the 10MP mission in fulfilled. In fact, the CDP has done a good job in instilling interest among MSC status companies to participate pro-actively in most of its activities. See http://www.mscmalaysia.my/cdp

2010 marks the 9th year our highly successful ISACA/MNCC IT Governance Conference. The theme of this year’s conference is developed in line with the new ISACA tagline "Trust in, and value from, information systems." This will be the year to strengthen and build on strategies implemented in 2009 that helped organizations braved the financial crisis. As companies change gears from surviving to expansion mode, the focus is now on creating and delivering value to customers. From enhanced value, trust is built and customer satisfaction achieved. It was a great event, witnessing more than 75 participants. We felt that the participants went away with a good feeling of learning good industry information.
